  • there seems to be no point in running tests on Windows and macOS (if there is, it probably suffice to run them against one Julia version?)
  • fix codecov uploads
  • build docs using Julia LTS, not 1.6
  • use julia-action/cache
  • tweak TagBot settings (the explicit "write" permission may be necessary for releases, and the "inputs" are recommended by TagBot upstream and can be helpful for fixing stuff if there was a problem with TagBot running automatically)

I'd prefer if we keep at least just one version of Julia testing on the other platforms. 1 perhaps.
